Police said Ahmed Benyermak may have been running away when he fell from the seventh floor of the 13-storey building in Hackney, east London.
Officers said he climbed down several floors on the outside of the block before he fell.
Ahmed was due to get his GCSE results on Thursday.
Head teacher Richard Brown, from Hackney Free and Parochial Secondary School, said: "We expected today to be about GCSE results and what you then find is one of the youngsters who has worked very hard for their GCSEs has been the victim of this tragedy, so people are very shocked and upset."
He said family members came and found out about his results - but not his parents, who were too upset.
Mr Brown said Ahmed got a C in maths, a C in science and two other C grades.
Ahmed's uncle Mustapha Benyermak said his nephew had been planning to go to Tower Hamlets College next month to study mechanics.
"He was a nice kid, a friendly guy," he said.
"He didn't get into trouble. He was at home most of the time. He always helped people out if he could.
"The innocent are always the first to go."
Emergency services were called at about 1600 BST on Wednesday to reports a boy had fallen from a balcony in Paragon Road.
Police and paramedics found Ahmed lying on the ground. He died at the scene.
A post-mortem examination revealed the teenager died from a ruptured aorta.
Det Ch Insp Ian Stevenson said: "This is a tragic and unnecessary death.
"The victim was with a group of friends on the 13th floor of a tower block when they became concerned about another group of youths cycling towards the tower block.
"This caused the victim and his friends to leave the area. The victim was separated from his friends.
"He climbed on to the outside of the tower block via an open balcony and then climbed down several floors trying to escape.
He reached the seventh floor when he could no longer carry on. After this point he fell to his death."
"The other group involved are described as black male youths. Some were wearing hooded tops others were wearing bandanas and were riding pedal cycles.
"I am appealing to anyone who witnessed the victim fall from the tower block and anyone who witnessed events prior to him fall to please contact police."
