HELP: RGB Cable

I think that this cable put best quality picture for SNES , but on one other forum users tell me that this cable give best quality picture on SNES


so i ask you now is this combination will get same quality picture like this RGB

I have no experience with RGB scart, but it is my understanding that it is better than composite. However, every TV is different. Just give a shot and go with what you think works best.
