To me, Sony just doesn't get it. They keep changing their hardware for the PSP. But what they don't seem to fathom is that they can slap on as many features as they like, but if the games suck, people won't buy it.
There are very, very few games I'd play on this new PSP.

If nothing else, the hardware is frighteningly powerful.

Everything I've read about it is impressive. As for the games, we don't know what they're going to have, but they have a developer list on Joystiq of who will be making games for it. It's very long and impressive if you want to go check it out.

Also, the hardware in this is a huge step upwards. Kinda like the PS2 to the PS3. The power increase is that large. It would be, considering this thing has been shown running Uncharted, Killzone, and MGS4 on it.

Depending on the price, I'd get one. The Dual Analogs is a BIG selling point for a lot of people. And the OLED touchscreen at 960x544 resolution is going to make the games look stellar.

Battery life has been stated by the creators to be the same as the original PSP. This is mostly due to 2 things. OLED screens use far less power than LCD, and no UMDs mean no moving parts, which equivocates to less strain on the battery.

Albeit, the PSPs battery life wasn't phenomenal , but it wasn't terrible either. The 3DS's battery life is only 3-5 hours, and this is about the same.
